The French World Cup winner joined Fenerbahce from Al Ittihad after the close of the winter transfer window, but not in Turkey where it closes on Friday.
Fener blamed the other party for the deal falling through despite the paperwork being done, but now the move has been completed.
In a statement, Fenerbahce president Sadettin Saran unusually thanked Turkish president Recep Tayyip Erdogan.
“Our club has successfully completed the transfer process of N’Golo Kanté, one of the most important figures in world football,” he said in a statement.
“I would like to extend my thanks, on behalf of myself and my club, to our President, Mr. Recep Tayyip Erdoğan, for the significant support he provided in ensuring the positive conclusion of this process, which will contribute to the development of both Fenerbahçe and Turkish football.
“It should be known that throughout this process, the faith of the great Fenerbahçe supporters in their club, the strong support they showed, and the trust they made us feel have been our greatest source of motivation and strength.
“Now is the time to carry that strength onto the pitch and stand by our team.
“Together we will believe, together we will fight, and together we will succeed.”
